The story of Downtown Fountain Hills
How the area came to be.
Downtown was laid out as the Town Center of McCulloch Properties' 1970 master plan, anchored by the fountain and its lake. The Town created a Town Center Commercial zoning district by Ordinance 98-36, adopted Dec 10, 1998.
The Town Council adopted the Downtown Area Specific Plan by Resolution 2009-40 on Dec 17, 2009, adapting a 2009 vision plan by Swaback Partners that divided downtown into nine districts (Avenue, Business, Civic, Lakeside, Park, Residential, Service, South End, West Side). Since then the Avenue Linear Park and the Park Place I and II mixed use buildings were built, a new Downtown Strategy was approved in 2024, and the Council added the Downtown Overlay District (Avenue, Business and Innovation subdistricts) to the zoning code on Sept 2, 2025.

Before you buy
Town of Fountain Hills zoning; the Downtown Overlay limits future ground floor uses on the Avenue of the Fountains to restaurants, retail and entertainment (existing tenants grandfathered) and keeps the base 40 foot height limit. Fountain Hills is an International Dark Sky Community (2018), so lighting rules are stricter than in many Valley cities. Event days on the Avenue bring crowds and street closures. Confirm zoning and HOA rules by address.
