The story of the Reach 11 Recreation Area

How the area came to be.

Reach 11 is named for the section of the Central Arizona Project canal it borders. The Bureau of Reclamation built an earthen dike and the Paradise Valley Flood Detention Basin on the canal's north side to protect the canal and nearby homes from runoff, so the land behind the dike was never built on.

Reclamation still owns it; in December 1986 Reclamation and the City of Phoenix signed a land use agreement under which the city plans and runs recreation there, and a recreation master plan and environmental review followed from 1998. Flood protection remains its primary purpose.
